FEP offers new Postal Service plans for 2025
As part of the Postal Service Reform Act, the Federal Employee Program® (FEP®) has launched a new program for postal service employees:
The Postal Service Health Benefits (PSHB) Program
Starting January 1, 2025, the new PSHB program will provide the benefit plans for postal service employees, retirees, and their family members.
Different ID card, same FEP benefits and network access
You will see a few differences on the postal service member ID cards
• Icon that looks like a postage stamp
• Postal plan enrollment codes
• Postal plan customer service and precertification phone number
Many things stay the same between the two FEP programs. This includes the member ID prefix R, benefit plan names, PPO network, and business processes.
Making it easy for postal service members
The FEP team has enrolled all postal service members into a 2025 postal plan that offers the benefits they currently have. As usual, they may select a different plan option during open enrollment:
• FEP Blue Standard (members have out-of-network benefits and coverage)
• FEP Blue Basic (members must use in-network providers for coverage)
• FEP Blue Focus (members must use in-network providers for coverage)
Note: Eligible postal service members will be auto-enrolled into the FEP Medicare Prescription Drug Program as part of their plan. If they opt out of this program, they will have no prescription benefits.

You can spot postal service ID cards by the icon in the upper right corner that looks like a postage stamp.
